When will the ANC government bring a stop to the awarding of tenders to inadequate companies?
The DA will write to the Municipal Manager of Thaba Chweu Local Municipality, Mr Sphiwe Matsi, to urgently provide a detailed report on how Tzaneen Afri Investments was awarded with a tender for drilling and equipping of 25 boreholes as the company does not comply with the minimum requirements.
The Bill of Quantities specifies that the tenderers must meet certain qualifications, which include the ownership of a water drill rig, and proof of ownership submitted.
Two local entrepreneurs meet the specified requirements but were not awarded the tender. However, Tzaneen Afri Investments, which is not a local company, won the tender and does not own a drill rig. Tzaneen Afri is currently sub-contracting a person to drill.

In addition to this irregularity, eight of the boreholes in the Bill of Quantities were drilled and equipped by the Muslim community of Thaba Chweu, in an attempt to assist the community during the Covid-19 pandemic, so that water is available.
The local economic development is not a priority for this municipality, and is totally contradictory of the vision of the municipality, “Custodian of sustainable service delivery, economic development and good governance.”
The community cannot continue to suffer at the hands of corrupt ANC governance.
