INVITATION TO PUBLIC HEARINGS AND CALL FOR PUBLIC COMMENTS-Sectional Titles Amendment Bill

The Portfolio Committee on Agriculture, Rural Development, Land and Environmental
Affairs in the Mpumalanga Provincial Legislature invites stakeholders, interested
persons and organisations to make submissions on the Sectional Titles Amendment
Bill [B 31B-2020].
The purpose of the Sectional Titles Amendment Bill [B31B – 2020] is to amend
the Sectional Titles Act, 1986 (Act 95 of 1986), with the objective of improving the
registration and surveying related matters in deeds registries and the offices of the
Surveyors-General. The amendments contained in the Bill aim to benefit sectional title
developers, owners of sectional title units, as well as financial institutions, by, among
other things, strengthening the rights of lessees in development schemes; by clarifying
the rights of developers in respect of the subdivision, consolidation and extension of
units in sectional title schemes; and by providing for the consent of mortgages in respect
of leases of common property.
Those interested in engaging the Committee may submit written or oral submissions
and may also request to appear before the Committee to make oral presentations
during public hearings on the following dates:


02 August 2022, City of Mbombela Local Municipality, Civic Centre Hall, 16h00
03 August 2022, Govan Mbeki Local Municipality, Lillian Ngoyi Hall, 16h00
15 August 2022, Microsoft Teams Virtual Platform, 10h00
16 August 2022, Steve Tshwete Local Municipality, Banquet Hall, 16h00.
